The Early Childhood Special Education Department provides a variety of services to families with children from birth to school age in cooperation with local school districts.

If there is a concern about a child’s hearing, speech, vision, development, behavior, physical movement or there is a known medical diagnosis that affects a child’s learning, parents or professionals should call Keystone Area Education Agency.

How do I make a referral for AEA services?

If you are a parent who is concerned about your child’s learning and development contact Keystone Area Education Agency to make a referral by phoning the Keystone AEA office nearest you. When you speak to the Office Assistant she will take some basic information from you to better direct your call. Within a few days, someone will contact you about your concerns. Depending on your primary concern a developmental or hearing screening will be scheduled. Based on the results of the screening, a variety of services may be considered by you and our team, which may include:

If you are a teacher, you can make a referral by filling out the top part of the 3-5 year old Early Childhood Intake/Referral Form (MS Word). The date you discussed the referral with the child's parent must be added to the form. The form should be given to the Early Childhood Special Educator or consultant who serves your program.

If you are an outside agency, you can make a referral by calling the nearest Keystone AEA office or by filling out the top part of the 3-5 year old Early Childhood Intake/Referral Form and mailing or faxing to the nearest office. You will need to provide basic information about the child and provide the date that you spoke with the child's parent about making the referral.
